Land owner knows about illegal dumping who is responsable?

The government is responsible for giving waste management companies a monopoly in many jurisdictions and total control over waste collection and removal policies. And also the stupid laws about protecting the environment from products that came from the environment to begin with, and at the same time government not mandating waste companies to recycle everything, which means in most cases people have to pay an unreasonably astronomical fee to dump a small load of garbage.

If you mean the land owner knew about illegal dumping on his/her property and did nothing to stop it, or remove the illegal material, then the land owner is responsbile.
The dumper and the Land owner they both have knowledge of an illegal event and do nothing about it. Of course the dumper is not going to tell on himself.
Land owner is ultimately responsible, but the person doing the illegal dumping will also be fined...if these two idiots are caught.
