Is Joe Biden dishonest or just slow?

During the youtube debate when Biden was asked if he flew there on a private jet, he hesitated, put his hand partly up, partly down, then back up again (slowly), and Anderson Cooper asked him if he wasn't sure how he got there. Hilarious! Bill Richardson waffled also.
