If I wanted to start a radio station in South FL only on the weekends, would there be any fines? What equipment would I need? What are the laws?

It is a crime under federal law. Do not even think about it.
Maybe an Internet radio station?
Only if it is under 5 kw. if at this or over it - you could come under charges.
You need to use a frequency that is not used or licensed as well ... check with the FCC for all frequencies used or licensed in your broadcasting area.

The FCC regulates radio frequencies in the USA. To set up a transmitter of any wattage output sufficient to be received outside your home without a license is illegal. You sound like you want to set up an unlicensed or illegal broadcast transmitter. Perhaps you would consider researching the requirements for a broadcast transmitter.
