Increasing shipping charges on eBay after an auction has closed?

I won an auction on eBay a short time ago. I used the shipping calculator in the listing itself to calculate the postage costs - $40. Now, after the auction close, the seller is telling me the shipping is $60. There was no disclaimer or statement in the auction stating that shipping costs were estimates, nor that shipping charges could be changed. Is this allowed? What policies can I refer to -- the ones I have read are not specific enough for this issue.

Write to the seller first and tell them your issue. More than likely they will do right by you. They might be sending it a different way than you calculated.
Sound like underhandedness. Report this cat to e-bay.
