Can people sue the city about the Minnesota bridge incident?

im sure you all have heard about the bridge that collapsed in Minnesota. I was wondering if any of the victims can sue the city. Please tell me if the can or not. If yes, under what circumstances and if not, WHY? thanks

Yes, they can sue whatever governmental agency (regardless of level) that was responsible for maintenance of the bridge.
