Can landlord charge for water sewer and garbage?
LANDLORD TRYING TO CHARGE FOR WATER SEWER AND GARBAGE. i THOUGHT IF i DIDNT PAY THESE THE STATE COULD PUT A LIEN AGAINST THEIR HOME, SO THEY HAD TO PAY TO PREVENT THIS

If it is not in the lease that they are going to pay for this, they sure can.
Most choose to put it in their name and pay it out of the rent so that there isn't a lien put against their home. But there is no law requiring that they do this that I am aware of.
However each state and even each township may be different. Where I live, the garbage is privately done, not through the state.
He can make you pay it or just wrap it into the lease. I can tell you that I wrap water/sewage and garbage into our leases but it's quite a bit more than it costs. That is simply so that I don't get stuck with a bill. Basically we took a years sewage divided it by twelve then added 25 percent for upkeep.

Yes they can charge you for those utilities if they are written contract you signed. My previous apartment charged me like a percentage of water and sewer. It's dumb.
