a girl lying about her age... nothing serious. He is interested in moving to NY. I would like to find out how he would register and if he can live in a apartment. Thanks for your help with this sensitive topic

I wholeheartedly agree with the above answer.
As for information, you could probably get NY laws online. Or you could try an attorney. Some give free consultations.
Please check your local and state laws.
Go to the local police station or call them up.
This is sad that this has to happen. I wish him luck. I do know that here in Texas it is hard for someone with a felony background to get into an apartment, especially when it comes to registering an apartment address. If he was not on the lease someone would find out and it would cause a lot of problems for him. It is ashame that people with something that minor have to register and have it haunt them for the rest of their lives.
It does not matter what led to becoming legally labeled as a sex offender. The court found your cousin guilty, and now there is this label for life, or maybe 20 years, where at every address change must register with police.
The rules vary by state. Here is the deal in New York State

Looks like you will need to go ask the police for clarification.
It is not clear to me on this site what the rules are with respect to proximity to schools for young children.
For example if the apartment is close to an elementary school for example, maybe your cousin not allowed to be there, depending on how close.
