What is the penalty for throwing water balloons and snowballs at cars?

nothing unless you damage the car then its vandalism destruction of property and maybe other things.

Depends on if it goes through the windshield, causes an accident and somebody gets killed. I've seen it almost happen.
Having water balloons and snowballs thrown at you, of course.
Nothing unless there pricks or if you damage the vehicle.
