Is this considered statuatory rape?

seeing as how the legal age in the UK is 16, if a guy from the US goes to the UK and has sex with a 17 year old girl, is it legal?

In general the law wherever you are is what applies. So in England you are subject to English law and not US law, so if a 16 y/o can consent to sex you are OK.

16 and 18 is ok in that state. But 16 with 24 ISNT. The older is guilty of statutory rape.

Yes, it is. However, how would one know unless the girl reported it as an assault? And if she does, he's in a heap o' trouble, as we say on this side of the pond.
