I assume you mean pedophiles... And if they haven't been convicted of any crimes, then yes, they should be able to live anywhere, just like any other citizen. If they have been convicted of sex crimes, they should be banned from certain areas, such as near schools and parks, but citizens should not be able to hassle them or force them to move from areas that are not near schools and parks.
I suggest you read the book "Children of Men"

In it, criminals are sent to live for the rest of their lives on a barricaded island, and they must provide for themselves. The government gives them some seeds and farm tools, and lets them loose there. Sounds good to me. One does not have to live in close proximity to children the Internet brings the predator into our homes from all over the world.
