What year did the licensing laws change in the UK from closing on a Sunday at 3pm to opening all day until 10pm?

The changes you mention were the result of the Licensing ( Sunday Hours ) Act 1995 which came into force on 6th August 1995.
Cannot remember but it was the worst bit of legislation ever introduced into this country, after the abolition of capital punishment.
The present licencing laws are probably the result of "loans" to the government from the drinks industry.
Before everybody jumps on the bandwagon that this came from a rampant teetotaller, I have had an ample sufficiency and ready for bed. Goodnight all.
