If a co-trustee of a living trust refuses to properly maintain property is he in breach of the trust?

My stock-coop apartment is in a living trust. The homeowners assoc. need to borrow money on the building to make repairs to keep the building up to local code.
Mu co-trustee is refusing to sign for the loan.
I will sign or the building could be fined and condemed eventually. My unit is worth 5 million dollars!
