Security Clearance?
If you have been charged with a felonie, and then found innocent at trial but the state will not remove all this from your record, How will this affect your clearance / a renew of a dormant TSC-C

I think you are worrying about a non-problem. The question you are asked is, "Have you ever been convicted of a crime?" Your answer would simply be "No". If the question posed is "Have you ever been charged with a crime?" your answer has to be "Yes", and then explain what happened in the appropriate space. Give the name and location of the court, and Docket Number. This should do it. Hope this helps.
On the security clearance issue; as long as you are forthcoming about the charges and the outcome of the trail, it won't hurt your clearance at all. Hiding such information may reflect negatively on your renewal. As far as removing things from your record...well that just isn't something I know anything about. Perhaps somebody else will answer that part for you!
