What law gives the president the right to have somone killed?

??? What, exactly, are you asking? Are you referring to waging war? The death penalty? Assassination? What? Also, what country? There are presidents in many of them. President Saddam Hussein had the law of "might makes right" and could kill and torture at whim.
Under the rule of law, there are several definitions of taking someone's life. Which way of 'having someone killed' are you talking about.

none i think of.but then again presidnent cant be put on trial while in office.or sumthin like that. he can do it especially if he makes it seem like america is in danger.

If in his judgement, perhaps thanks to help from his advisors, he can send the troops out without consulting Congress, but the War Powers Act gives him a deadline to seek a thumbs up or thumbs down vote from Congress with respect to continued action.

Congress can make adjustments in what the President can do. For example at one time it was considered legitimate to try to have Castro assassinated, and there were several CIA plots. Then in the bruhaha over how come JFK got assassinated, a decision was made that if the USA makes it obvious that we think it is Ok to assassinate foreign leaders, then our enemies will have no qualms about using that tactic on us, so Congress changed the rules and said let's not do that.
Seems like today, the policy is that when we are at war with someone, their leadership is a legitimate target, so some bombs in Operation Iraqi Freedom were aimed at Saddam HQ in hopes of getting him, and it is now considered legitmate to go after bin Laden, dead or alive.
None. The 5th Amndment to the Constitution states no person shall be deprived of life without the due process of law. In other words, a person must be tried before a court before he can be executed. That is why the old assination attempts of the CIA are such big news. They were attempts by the presidents of the time to circumvent the law. Those were unconstitutional acts. No law trumps the Consititution.
