Doctor's can refuse to see anyone due to an unpaid bill. It's a hassle, but they don't want to risk having two unpaid visits.

In the US, doctors are private professionals and can accept or refuse any patient.
In some other countries, doctors are mostly paid by the state, and must treat anyone covered by state health care plans.
The law says the doctor does not have to work for free. Whether that is the charitable or moral thing to do is another question.

Your family doctor isn't obligated to do anything if you refuse to pay. There are free clinics and free children's health services that you can take your kids to if you can't afford to pay a doctor.

Pay up. You cannot be refused medical treatment in an emergency. But your family doctor does not have to treat your children for the sniffles if you're not paying the bills.

He's not a hospital. He has the RIGHT to refuse treatment of your family due to non payment of bills. I'd pay the bill and get the treatment you desire out of a PRIVATE DOCTOR. No one has a "right" to a private family doctor.
You didn't pay your bill. I know many people have mixed feelings about that, however, the electric company won't leave your lights on if you don't pay. I learned a long time ago that nothing is free and nobody owes me anything.

Emergency rooms will take anyone regardless of ability to pay.
Our society should provide medical care to children regardless of their parent's ability to pay, but for some reason a bunch of people still seem to think its a better idea to make them go to the more expensive emergency rooms, wait in line forever, and then shift the cost of that to the bills of the people that are able to pay or have insurance. So those who can pay end up paying for the folks that can't pay anyway, only at the higher emergency room rates. If we had national health care insurance, it would be done more efficiently.

Morally, it's wrong for a doctor to turn away a sick child, but a practice is a business, and by you not paying your bill, it says you don't have respect for the doctor and his time.
He's not req'd to treat your children,if he's private practice, mostly because if you don't have the funds to do so, you can always go to the local county hospital ER and get treatment there and get subsidized or the fee waived if you're w/out money.
