Is it true that a landlord by law is supposed to pay @ least 1 utility bill @ his rental house?

Not in any of the 3 states I've rented in. Could be a state law for other states. Sounds silly to me.

No there is no law, federal, state, or local, stating a landlord must pay anything. They don't even have to fix a hole in the wall. The only thing they have to pay for/fix is anyhting that has to do with the safety or useability of the house (gas and electric lines, heaters, water, etc.).
No. A lease is a contract and a contract is an agreement between two parties. If you are offered a lease in which the landlord agrees to pay utilities or to not pay utilities, you are free to accept it or reject it as you wish.
