No you need a liquor license.

Either redistribution or selling of intoxicating drinks are to be done under a licence in India. This licence is also known as permit or liquor permit. These permits are granted by respective State Governements. Normally States issue public notifications and sell these permits on public auction.
I'm not sure about India law, but in the U.S. in most states, it is illegal.
