Moral panic? More like a crazy kid who has no friends, and creeps out girls, gets mad because he can't seem to socialize, so he decides to blame everyone else and go on a shooting rampage.

No place in the world is perfectly safe from various risks.
We have the choice of lots of freedom, or having law & order in the hands of human beings who can be corrupted or less than competent, so there needs to be watchers for the watchers. So how are we protected from corruption or incompetence on the part of those whose job it is to do oversight?
People in the USA are ambivalent about gun control and violence, which leads us to an epidemic of similar situations. Virginia Tech is what is called, in the military and terrorism, a target rich environment = lots and lots of people who can be shot at. This combined with the people there not supposed to be armed, so that they can be defended against the occasional sniper or other trouble maker.
The guy who got the gun had mental illness problems and that is another area where the nation is in need of resolving a conflict in privacy values and health care underfunding but which probably won't be solved any time soon. But even had he been banned from buying a gun legally, there are other ways to get dangerous.
In an incident involving a gunman, mad bomber, whatever, the police need to approach with caution ... some may think they were too cautious. They do not know if it is one shooter or multiples.
I guess the lessons we learn is that we need to learn better lessons for the first aid responsibilities of people who are among the targets, how best to react when the mad gunman is loose & you don't know how long it will be until the cavalry can arrive.
