Why must justice and mercy go hand in hand?

Because if you show justice with no mercy, we wouldn't need the entire court system. (I know that doesn't sound like a bad thing, but stay with me for just a minute.) First, take the cold blooded murder that kills her loving, adopted father. He was a deacon in the church, a volunteer referee, and the all American father, who like to viciously rape & abuse the "cold blooded murderer." If we show blind justice, we would convict with the "eye for an eye" mode of thinking. We would take the life of the murderer. What true justice was served?
If we show mercy, and decide that the murdered must be confined to a mental institution, and teach the murderer to exist in a law abiding society, then, we as a society, have shown merciful justice.
Of course, this is a very elementary example, but you get the idea.
