Suicide is generally committed by weak minded persons who do not fully realize the consequences of their action. The law should not permit suicide so the weak minded people have a chance to live, and maybe they become strong with time.

Even God will not permit suicide. It is a big sin.
ONLY IN SPECIAL CASES
Yes. If one feels he is of no use to anyone, is a burden to the family and this world, feels that there is nothing more he can help/do for anyone and is really unhappy and truly depressed he/she should be permitted to commit sucide.
