I would never divulge my last name on the internet to someone I do not know or someone who does not have a need to know. Yes, indeed it may threaten your safety or worse.
No. Why would knowing your name be bad? We go through life using our name and many people actually have the same names. So no, not without all the other vitals, i.e. ss and dob.
