Yes you can...but why would you do that? What motive do you have for wanting to strip someone of their transportation? Think about it, because KARMA is a mug! You might be placed in a simular situation later on down life and you wouldn't want anyone turning you in..think about this...when you already have issues or problems and you take on someone elses, their load becomes your load on top of your problems, now how loaded down are you now?
Like the last person said, why would you want to hurt someone like that. It will come back to you. Nature has a way of evening things out sometimes.
