Why govts states as well as centre should not stop allocation of any types of funds to any trusts?

all trusts if it is not fake can run on it's own steam . there is no requirement for the govts to allocate any funds to them. all such Trusts including religious Trusts are self serving whether it is named Gandhi, Neheru etc are all mis-Trusts and must not govt funded.

It's difficult to follow your question -- but if you are asking why the govt is allowed to regulate the flow of money in a trust...

The answer, of course, depends on the country. But generally, govts can regulate any money if the flow of money is between organizations -- whether trusts or corporations or whatever.

Under the Constitution, it is the Executive, who has the exclusive right to decide matters of policy. How and how much, the funds are to be allocated and spent, is a matter of policy, and reflected in the budget, finance bill, demands for grants (to individual ministries) and appropriation bill. This is the parliamentary procedure in vogue and the legislative assemblies and Lok Sabha are having exclusive power on money matters.
If any segment of citizens feel strongly on any matter or manner of utilisation of government funds, then their articulated demands, claims, views etc are to be reflected by the elected representatives of the people on the floor of the house. Any member can move amendments and cut motions and they would be voted upon by the house.
If you are sure of your views on any trusts or voluntary or non-governmental organisations, about their need or non-need or dependability on utilisation of allocated/granted government funds, you may try through one or more members of the legislative body. But, since in India, the members usually vote on party lines/whip, unless and until solid, incontrovertible evidence of malfunctioning of or misuse by any NGO, is there, there is little likelihood of any positive response to your viewpoint, by the powers that be.
