If you pay to list an item on eBay, and it's not searchable for a few hours, shouldn't you be credited?

When you list an item on eBay, the item then has to be indexed (basically...it has to be put into their site so that it's searchable). However, during that time, the item's timer is counting down. Typically it only takes a few hours, but still...shouldn't you have the option to choose to have the item indexed and then listed? Or...what about getting a credit/refund for the time where the item wasn't searchable?

Is this considered theft/fraud by ebay? Yes, they have a small disclaimer where it says there might be indexing delays, but there are loopholes.
