Both a job offer and job contract are the same thing before the job contract is signed: an offer which may be terminated before acceptance or rejected by the person being offerred the job. A job offer that is accepted usually turns into at will employment (you can be terminated at any time or quit at any time for no reason or any reason). A signed job contract is different, it will contain the terms of employment. Without seeing it, it's difficult to say the employment relationship created by the document.
