Are you allowed to travel with a criminal record?
My brother lives in Canada and wants to travel to China to visit me this year, but he is worried he won't be allowed in because he MAY have a criminal record. He was NOT charged and did NOT have to pay a fine. He shoplifted at a store and the store manager called the cops and filed a report but didn't charge him- he was only 13 ( now 15 ). The cops came and asked him questions like his age, address, school, birthday then called our mom, then drove them home. Even if he wasn't charged, that little accident MAY appear on his record. So is he allowed to travel wherever he wants? Also, he's going to the local police station in a week to have a check, so I'm wondering if you need to bring any pieces of identification or a guardian with you.

If he wasn't charged, don't worry about it.
Technically, even if he was charged, unless he's on probation or parole or something, he can go whereever he wants.
As far as Canada is concerned, he should be OK. China may or may not deny him a visa because of this, but I doubt they would. He should be fine.
Yes he needs to bring a gurardian with him. But he will not
have a record because of his age. In The USA he would not
have a problem but since it is in Canada I don't know to much
about Canadian law
