Education law?

This question is regarding the law of right to free education
A friend of mine is in highschool and he is taking courses and one that he has failed the school is forcing him to pay to take the class again otherwise he will not graduate is this right? I thought education was free in the united states of america in high school?

He was given the class for free once and failed it, so he was indeed given the opportunity to receive a free public education. Since he failed, he probably has two choices-take it in summer school where he has to pay for it or remain in school an extra year to make up the credit when the course is offered free.
Something we should all realize about free education is that first, it is not really free. The public pays for it with our tax dollars. In addition, a free public education is a privilige. That privilige comes with responsibilities, and it should be lost if those responsibilities are not met (appropriate behavior and passing grades).
Finally, perhaps your friend should enroll both of you in an English course so you can work on your grammar skills. Your second sentence has to be one of the worse run-on sentences I have ever seen!
