It depends on the state.many states will not give a license to someone whose privilege is suspended in another state.but some will...it's my understanding that while Connecticut has very strict guidelines about granting licenses, Oregon will let anyone drive! (I read that somewhere, I don't remember where). So again, it depends on the state and their individual laws and statutes.
