Is there a new law saying a person must sign birth certificate or they will be put on child support?
Answers:
NO, its just some states go by who's name is on the birth cert and some dont.
either way, they find the father.
married its considered yours, if unmarried, they order DNA testing. check your states guidelines (they are all slightly different).

Don't quote me on this, but i believe that if you don't sign the birth certificate, the court can order you to take a paternity test to determine if you are the parent of the child. Child support is enforced once paternity is established, but if you wait to sign, its possible the court can order back pay for the time you refused to sign.
of course
No, the only way the child support agency gets involved is if the mother ask the state for assistance and the father is not helping or if the mother herself ask the agency to open a case.
Unless things have changed since I had my kids, the father doesn't sign the birth certificate. But if the mother names you as the father, and paternity is established, you're gonna pay child support. If you don't want to pay child support, keep your pants on or double-wrap your rascal.
Signing the birth certificate, if anything, is an ADMISSION of paternity. Child support is ALWAYS due if paternity is established. Being named, or not named, on the birth certificate is not conclusive of either case.
