turn your inspections in by? Like a dateline. Also, can they lower your GS paygrade because you aren't meeting their inspection "quota".

Of course they can.
Late inspection reports can result in injuries to employees of those inspected companies if they are in violation. It hampers OSHA's ability to take action when you don't get off your lazy *** and turn in reports.
Yes, if you aren't doing your job they sure as heck SHOULD cut your pay...or fire you.
Usually inspectors have a heavy caseload, and there are expectations on how much needs to be done by each inspector. It is not a quota per se. If the inspectors can't meet their job performance expectations, then they can be demoted or fired, and replaced with someone who can do the job. A bit harsh, but a reality in todays workforce. Even government agencies are under more pressure these days to perform or lose funding.
