How to create a legal neighborhood watch that can arrest.?
ok this its whats goin on i know there has to be a way to be able to carry hand cuffs and arrest people without having to contact the police, in puerto rico the police its killing inocent people there 2 types of police, de puerto rico and estatal and municipal one wears blue uniforms another one wears green and another one wears blue. the blue ones are killing people and the rest are doing nothing or rapin kids.

ok the point its everyone its behaving like in a anarqui i want to stablish a group where this can be stoped.
if anyone knows the precedures or laws in favor or against this please let me know. i just want peace and stop the abuse.

As a US Citizen in a Commonwealth you may be able to make a Citizen's arrest (minus the cuffs, guns, etc.) although I'm not sure it would serve much of a purpose in the situation you describe.

Otherwise you are suggesting a neighborhood militia? Can one or all of you be deputized (by the National Guard, perhaps)?
