A "breach" is like a break in a wall. It the case of privacy issues, people are supposed to expect a reasonable degee of privacy in certian situations, such as between a doctor and a patient, an attorne and a client, or between a person in his home and the general public.

I doesn't matter if the wall is physical or figurative. The "strength" of the figurative walls depends on local custom or law.

When a consumer is asked to provide certain personal information in order to obtain some goods or services, the customer used to be able to assume that this personal information, such as addresses and telephone numbers would be kept confidential. Then, late last century it became common practice for some businesses to share in, even trade in this information. Many consumers considered this a "breach of privacy." Many lawsuits ensued, the result of which is that many kinds of businesses are required to post privacy policy details, or make them easily available before someone is asked to reveal private data.

The fight isn't over yet. Businesses are still trying to find a way around some of these legal protections. Moral of this story is that the consumer had better take precautions and check things out. Don't just blindly trust someone.
