answer- HE WOULD NEVER TAKE A LEFT TURN

It's a joke.
Many years ago, it was AT&T policy for anyone driving a
company vehicle not to turn left across traffic...safety issue.
Doubtful, as that would make it difficult to get around in DC.
I think I may of heard this before, but I don't remember if it was just an urban legend or not, one option is to contact the people at http://snopes.com and see what they can dig up, it is quite a good site for urban legends, they even have a section on those email you saying all sorts of crap from if the earth's population were shrunk to 100 people and all percantages were kept the same you would have.. and just some bogus things you may not realize are bogus
