After a quick review, it appears that the license allows anyone who obtains a copy to use and distribute it freely. There appears to be no restrictions on how you or anyone else uses it (so long as you include the copyright information in any copies you give to someone else). However, there are liability conditions set forth if you choose to use it or distribute it
Basically, the license states that you and anyone else you give it to, uses the software at their own risk. The creator (owner) of the software takes no responsibility if by using the software it causes damage to your computer or other software you are running. Also, if by chance someone has a claim against you for telling them to use the software, you cannot go after the creator to indeminfy you (that is pay the damages you may have incurred by the party that sued you).
