If they execute the mentally ill and retarded in Texas why is this state abuse a surprise?who knows of others?

It's not only in texas. I was in a state hospital in MN for bipolar disorder and was taking meds that required me to drink extra water, but the water fountain was broken and the staff would yell at me when I asked for water. They would give me a 4 oz dixie cup (the kind you put in a bathroom to rinse your mouth after brushing your teeth) then demand it back so I couldn't fill it up in the bathroom. they said that some residents (sometime?) threw a dixie cup of water at them, so I couldn't have one. They would be angry if I asked for a refill, too. One employee was disciplined (she did a lot of stuff - threatening sexual abuse victims with strip searches and the like) but the other one I don't think anything happened. If I were there much longer, I would have been very ill due to lack of water. And I have a near PhD level education and lots of public speaking experience, and I was mostly unable to advocate for myself. Soo much worse for developmentally disabled folks.
Locked ward, no cameras allowed = abuse.
