Seriously, I think the normal way is to attach one link to his wrist and the other to the back of his belt if he's wearing one.

Shackle his feet and hand together.
If this happens in real life, the person will be handcuffed to the police officer while being held by another police officer. This way they cannot pull out a weapon and they cannot pull the police woman over.
use an ankle instead of the other wrist it would look funny too
Tie up his legs than, get his handcuffed hand and get him to lean back.

Considering you would normally want to cuff him to a police officer, it makes no difference - in fact, all the better as he has no other arm he can do anything naughty with!
