If you are traveling, and can legally own the gun then yes it is OK, Texas has recently changed this law, It used to be at the officers digression to "decide" if you are traveling( 2 counties,200 miles, etc.)however now it is the citizen that can define "traveling", so if you are in your home town of La Mesa and you go to the store and fear for your life (for whatever reason) you can decide that this is traveling, you should be ready to fight this in court should have a run in with DPS. After you turn 21 you can get a CCW permit if you meet the standards(no felonies, no Drugs, etc.)

I don't know of any state that allows a loaded weapon to be kept in the car. Cops tend to be nervous about loaded guns in cars.
