The Webster's citation is good, but under the law, it's actually how the person being threatened perceived the threat of violence.
For example, if you tell me you're going to kick my @$$, you might not consider it a threat because I'm bigger than you. But maybe when you said it, you waved the baseball bat in your hand in a way that I perceived as a threat, or maybe you gunned your car's accelerator when you said it, and I perceived that you were going to run me over.
I could then call the police to report that you threatened me, or even sue you, if the way you said it cause me distress as I worried about how you would come get me.
So, to answer your question, it could be a legal threat, but it's the perception, not necessarily how you intended it.
threat with intent to inflict pain...that is aggressive behavior and if someone feels threatened enough in fear for their safety they can call the cops and make a report.
