Well, you have to be able to register the domain name and hold a contract with someone like superb. You need to talk to them, I really don't see why you couldn't if you have the money to pay all of the fees.

You can not legally sign contracts until you are 18. So if you are looking to sign contracts for server space or anything like that you will need the help of a parent/guardian. But for just creating a web site, nope.

But in the US, and Europe or Australia, and many other countries, no -- a person under 18 is still allowed to express themself.
