How can someone get Car owners information by the car's license plate number?
I need the information because i was involbed in accident and the other driver had no insurance nor license. I only had liability and I was not at fault for accident. I made the mistake of not calling the police for a report because I felt bad for her and she offered to pay. Now she is nowhere to be found and I want to file a small claim against her but to do so I also need to file against the car owner. What is the best place to get this information without having to spend hundreds hiring a private investigator?

Call the DMV! If you have basic vehicle description information, to include the tag number which should lead to the driver info.
If you have insurance file a claim with them and see if they will assist you with locating her for subrogation efforts with her insurance company.
You'd probably have to hire someone. It's hard to say, because by not reporting the accident in the first place, you broke the law. You may have some liability to answer to if you try to pursue the matter. You're probably better off calling a lawyer for a consultation. If you do, call at least 3. Most lawyers offer free consultations.
