William and Mary/James II - it was signed when James II was forced from the throne and replaced by the Dutch king and queen William and Mary of Orange.

edit: to the person below Edward I had nothing to do with the Magna Carta it was King John who was forced to sign the Magna Carta in 1215, and in any the case the Magna Carta is a totally seperate thing to the Bill of Rights of 1688
