UK legal question re service charges on a flat - what are my rights?

The agents for my flats have been very poor so we have taken over the management of the flats. However, the old company want their service charge. They are charging us for a gardener when we have no grass or plants and for cleaners when the state of the communal areas is very messy.

What are my rights? In light of poor service and suspected overcharging, what monies can I legally withhold?
