Is it legal in Ohio for an employer to withold your paycheck..?
...for two weeks if you quit without putting in two weeks notice? Recently my employer had every employee sign some document saying he can.

seems kinds shady. He can ask you ti sign it, but you guys would be fools to sign it, giving him additional power over you and taking away the ability for somehting you could have done and not gotten anything in return...did you get anything for signing it? if not, and he said that if you dont sign it you are fired, that may be a different case

If you signed a contract, then yes. Without the contract, he could not.
ask him to see the document and i would go and ask an atturney and if you live in tallmadge go to maguire legal group on east avenue they were great to me
