Is it Legal to download Music in Canada?

Yes. If you BUY the music you are downloading, if you are pirating the music then NO, it's illegal!
I'm not sure about the specifics at the moment but I took a ethics(pretaining to computers) course a year or so ago and we studied this issue and I was told by my teacher that it is neither illegal nor legal. There is a funny way the laws are worded that prevent canadians from being sued.

Canadians pay a "tax" on blank media which goes to copyright holders. This makes it extremely difficult to prosecute a person who downloads music since they can argue that a royalty payment has been made. Uploading music may be another issue entirely however.

This is an extremely "grey" area of the law and not enough precedent has been set to fully decide the issues.
