What are the procedures for becoming a licensed minister in Texas?

Answers:
None - Texas does not regulate clergy. No state regulates clergy thanks to the 1st Amendment which separates religion from state.

So, if you are ordained minister by the Universal Life ministries, you can perform weddings all you want without anyone telling you otherwise.
