I would say yes..but I watched this documentary on a guy who mailed himself to another place (it was his research on how mail is handled and shipped) he got into the box and had food and water and the camera to document the whole thing on. I believe that he overnighted himself..but I would still say that it would be illegal.
If your question is if it's illegal to travel to another state, the answer is no. Shipping someone to another state is another story.
