Can a woman be arrested for rape?
Like, for example, if her husband/boyfriend is handcuffed and he asks her to stop (for some reason) and she doesn't.

Everybody is correct. Yes, the woman can be charged with rape if she doesn't stop, just like the man. It is more unlikely that a conviction will result but the law does apply. Where we see this more often is in the case of statutory rape, where the woman is an adult and the man is a minor. There are rare cases where the woman forcibly copulates with and unwilling man, the typical male v. woman rape in reverse.
What you describe, the man in restraints, and he says no, the woman continues, is certainly definable as rape and an arrest on rape charges could most certainly follow.
