Is the state of Michigan actually trying to reduce the prison population?

I thought Michigan was trying to reduce population of our state prisons, however I have only heard of sex offenders and voilent criminals being released. It seems to me that they are working hard to put more people in prison instead of reducing populations. I have seen many 17yr olds going to prison on 1st offences and none of them getting early release. Any one know what the actual state guidelines are?

Answers:
Michigan is too broke to afford to build the prisons they need.

Michigan has so many laws no one can comprehend them.
I believe the largest issue is lack of funding and political games, inadequate leaders - Granholm needs to go back to Canada!
Look at the closing of the prison in Baldwin, our State's most economically depressed county - eliminating over 200 good paying jobs.
The State needs to keep dangerous criminals behind bars for the entire length of their sentence, which should be the maximum time possible.
The democrats are crazy - time to vote them out.
