Is British Tobacco and Microsoft Super Mega Jackpot Sweestakes legal sweepstakes lotteries?

I have, after entering my e-mail address to possibly have a chance to win a sweepstakes, been notified by e-mail that through computerized e-mail selection, my e-mail address has won in their contests. I have sent personal information for delivery of prize but they want too much money for delivery. Shouldn't the person or companies that has created these sweepstakes lotteries pay for such delivery of prize to asure the winner that it is not a hoax. Are these sweepstakes legal?
