What does it mean for someone to be discharged without improvement in jail?

Answers:
When some people go to jail, they try to better themselves by doing courses, such as college or university, take up a craft or do a trade, so hopefully, it's unlikely they will return to jail.

But a few are determined to stay the way they went in, and that's how they usually leave, just to do the same crap that put them in jail in the first place.

your question is not clear, please explain what do you mean actually?

means they are incorrigible or born losers
To enter and exit the correction system without signs of not re-committing a crime.

It is mainly due to the crowd he associated with during incarceration (gangs), and his own personal actions(assault/rape/theft...e... while doing time.
it means they let them out of jail
They are not rehabilitated. They are not a better or worse of a person than when they went in. Probably even institutionalized an will never function as a decent person in the outside world.
